The existing enrolment feature for certifications is being deprecated and replaced with a new eligibility feature.
With the existing enrolment feature, you could require enrolment for a certification. This feature restricted the user's who could achieve a certification to only those who have been enrolled, and limited reminder emails to the enrolled users. User's can be enrolled manually, or by using a bulk import. This approach is being deprecated.
The existing enrolment function is being replaced by a more flexible eligibility feature which offers an extended feature set.

By default, eligibility will be disabled for a certification. This gives the same behaviour as is currently applied where a certification is configured without enrolment; any user who achieves the awarding criteria will be awarded the certification.
If you choose to enable eligibility, you will be able to select from two options for your users, Eligible, or Mandatory. You will be able to add either Users, Groups, or Organisational Units to define the cohorts who are either eligible for the certification, or for whom the certification is mandatory for their role. The ability to use Groups and Organisational Units make this much more flexible than the deprecated enrolment feature, and ensures that new users are able to complete the certification based on their group/OU membership, without the need for additional administrator effort to enrol them on a certification. All users for whom the certification is mandatory are automatically eligible, and do not need to be listed in both fields.
Enabling this feature, and specifying users in the Eligible field is functionally equivalent to enabling the deprecated enrolment feature, and enrolling the user. When this feature is deployed users who have been enrolled will be migrated to Eligible in the new feature.
Users for whom the certification is Mandatory should be listed in the Mandatory section. Future enhancements in this area will enable administrators to report on users who have not completed mandatory certifications, to enable them to assess their compliance status. In future releases this will be made available to learners via the learner dashboard, and team leaders via the team leader dashboard, as well as in reports.
When the eligibility feature is enabled, any user who achieves the awarding (or renewal) criteria for a certification, where they are not listed either as eligible, or as mandatory, for the certification will not be awarded a certificate (or their existing certificate will not renew).
